Energy planning for the Ivanivka community of Chernihiv Oblast for the period up to 2030

On April 24, 2025, a presentation of the energy planning for the Ivanivka community of Chernihiv Oblast for the period up to 2030 for sustainable energy development was held.


About six months ago, the Ukraine Support Team (UST), together with experts from the Center for Energy Security of Ukraine, launched a project to develop an Energy Plan for the period up to 2030 for the Ivanivka community. To define the goals and current assessment of the community's energy development, energy data was collected, processed and analyzed, based on which our experts identified measures and goals that will improve the community's energy potential.


The process of preparing energy planning was quite complicated due to difficulties in accessing energy data and the fact that the Ivanivka community was under Russian occupation for 25 days. During the presentation, Olha Babiy emphasized the uniqueness of the project, as all the information was recreated virtually from scratch, as the vast majority of the documentation required to prepare the MEP was destroyed during the hostilities and occupation in 2022. Nevertheless, our team managed to restore the analytics and formulate community energy planning, develop comprehensive analytics, and develop project recommendations.


The importance of energy planning for the community was also noted by Olena Shvydka, Head of the Ivanivka community, when she expressed her gratitude to the UST team for their assistance in improving energy efficiency on the ground and the practical consulting assistance provided to the community during the project.


“We understand how difficult it is for communities to implement decisions made at the central level. That is why our team helps to develop specific action plans adapted to the real state of affairs in the communities,” said Olena Koltyk during the presentation.


The key point of the presentation was an overview of 23 projects proposed to improve community energy efficiency, which will help reduce energy consumption by 412 MWh. Particular attention was paid to the modernization of the heating system, thermal modernization of buildings and the implementation of renewable energy projects.


During the presentation, Tamara Burenko emphasized, “Our main goal is a gradual but steady reduction in energy consumption. Already today, each community should prepare for the approval of its MEP by November 2025.”



It is important to note that the report we have prepared should become the basis for the development and approval of the local energy plan of the Ivanivka community.
